Model for the contestable funding of PSB content in the UK - Discovery

Perspective was commissioned by Discovery Networks UK to develop some thinking around ways in which contestable funding could be introduced in the UK PSB broadcasting sector. This was included in Discovery's submission to the UK Regulator in response to its major review of Public Service Broadcasting.

The report suggested a way in which the BBC might put a portion of its funding towards co-production with other services or channels. The defining characteristic of the scheme is that, as with other co-production, the BBC would have editorial and branding rights, but would allow the programming to be distributed on other services.
