Report from the Independent Spectrum Broker - UK Government

In its interim Digital Britain report, the UK Government proposed a Spectrum Modernisation Programme to break the deadlock over issues associated with the distribution of so-called second-generation (2G) spectrum. Under this proposal Kip Meek, chair of Perspective, was asked to perform the role of Independent Spectrum Broker (ISB) with the assistance of Rich Thanki also of Perspective. This report summarises the findings of the ISB, and proposes a way forward.

The main conclusion is that a comprehensive approach to resolving the future of mobile spectrum may be possible and achieve more rapid progress towards the achievement of Digital Britain objectives. This means viewing collectively the future of all the blocks of spectrum suitable for two-way mobile communications. The Government accepted the findings of the ISB in its final Digital Britain statement, and moved forward on the basis of the report.
