Responsibilites
Richard is a consultant at Perspective Associates. Most recently he has been working closely with Kip Meek, the Government's appointed Independent Spectrum Broker, to formulate a new set of policies for the upcoming spectrum auctions in the UK.
Previously
Prior to joining Perspective, Richard was a senior associate economist at Ofcom. While in this role he was responsible for the high-level auction design and packaging arrangements for the UK's Digital Dividend auction, and for modelling the associated economic value that might be realised. Richard was jointly responsible for the economic assessment that accompanied Ofcom's decision to clear DTT capacity for high definition Freeview services.
He has also worked on broadcasting issues, including assessing the economic impact of the Government's decision to restrict the advertising of junk food and leading the economic work in Ofcom's projects on the future of the television news sector. In fixed telecommunications, Richard performed the geographic modelling that underpinned Ofcom's decision to geographically vary the scope of leased line regulation in the UK.
Richard graduated from Keble College, Oxford in 2002 with an honours degree in Philosophy, Politics and Economics.
